Exciting progress on our legislative priorities!

Yesterday, July 1, 2008 both the House and Senate passed “An Act Protecting Children in the Care of the Commonwealth.”  This bill contains many things that we think will have a positive impact on children and families such as:
  • Tuition and fee waivers at public Colleges and Universities for youth who age out of care,  are adopted from care, or are in legalized guardianship placements;
  • A commission to examine issues around grandparents raising their grandchildren;
  • An adjustment of the foster parent rate of reimbursement to represent the actual cost of raising a child as reported by the US Department of Agriculture;
  • Codification of the educational requirements for DSS social workers; and
  • A mandate for a coordinated, system wide response to child abuse and neglect which includes related mental-health, substance abuse, and domestic voilence issues.

We want to thank and acknowledge the Speaker of the House, the Senate President, Senator Spilka, Representative John Rogers and other members of the conference committee for their tremendous work on this bill and the issue of child welfare.  “An Act Protecting Children in the Care of the Commonwealth” is a clear reflection of their longstanding and continued commitment to protecting vulnerable children.

We also want to thank YOU, your advocacy helped develop and pass this bill which will go along way towards addressing a number of serious issues which have plagued child protective services, the Department of Social Services, and the Commonwealth in general.

Free Diapers

There is going to be a deal coming up at Walgreens for the week of June 29th that will get you free Walgreens brand diapers.

On June 29 the new sales ad will start. Walgreens brand Jumbo packages of diapers (both the white and red packages) will be on sale for $5.99 each.

In the July Easysaver booklet (which is a coupon & rebate booklet available at Walgreens stores) there will be a coupon in there for $5 off 2 packages of Walgreens diapers. This coupon will automatically adjust itself and
give you 2.50 each package you buy. This booklet will be available in stores starting June 27th

You also need to go to the pharmacy and ask for a $50 Walgreens savings booklet. These booklets are free to anyone who asks about the new prescription savings plan. You don't have to buy the savings plan just ask about
it and get  the booklet. Many employees don't know where the booklets are so insist that someone who does know get one for you. It is a white and red booklet that is folded over 3 times and contains various Walgreens coupons for their store brand items. One of the coupons inside that book is for $2 off one
package of Walgreens brand diapers. This coupon automatically scans for $2 off each package you buy.

Both of the above coupons are Walgreens store coupons. You can combine them for the same purchase. All you have to do is present them to the cashier and they both scan fine. Also since both are store coupons the cashier
will not need them for their drawer like a regular coupon. She scans them and you can keep them for future purchases. So hang on to them both! Even though they may say limit one, they scan and give you the adjusted amount off for each package  you buy.

During the entire month from June 27th until July 28th Walgreens has another deal where you buy any 3 listed products (this deal is advertised in the  Easysaver coupon & rebate booklet) you will get a $5 Register
Reward Coupon for anything on your next purchase. Walgreens Jumbo diapers are one of the qualifying products.

So this is how to maximize the deal and get FREE Diapers! Remember for the week of June 29th!

  • Buy three packages of Walgreens brand Jumbo diapers (white or red package) for $5.99 each on sale. Your total will be $17.97

  •  Give the cashier your Easysaver coupon in the Easysaver booklet for $5 off when you buy two packages. Remember this will give you 2.50 off each package  for a total off of $7.50 Your total now will be $10.47

  •  Now give the cashier your $2 coupon that is inside the Pharmacy red & white  coupon booklet. This will give you $6 off total. Now your total will be $4.47

  • You need to pay the $4.47. After you pay you will receive a coupon from the coupon machine next to the register for $5 off your next purchase of almost anything. This makes the diapers FREE in essense.

This deal is unlimited! But there are a few tricks to get the most out of it. Do not buy more than 3 packages in one transaction. If you buy 6 packages you will not receive two $5 Register coupons. So only buy 3 at a
time.

Remember to keep your two coupons for each additional purchase you make. The cashiers do not need to keep them since they are store coupons and the register automatically keeps track of how many are used.

When you get your $5 Register coupon DO NOT use it to help pay for your second transaction of more diapers. This will void out you getting another $5 coupon. The only way to get a $5 register coupon for each
transaction is to pay with cash, debit, credit or giftcard. Just save all your register coupons.

The sale price does not start until June 29th.

This deal is good nationwide, if you have friends or family in another state tell them about it. Anybody can do this since the Walgreens coupons and sales are the same nationwide.

If you can't do this deal the week of the 29th you still have until  July 28th to do it. But you will pay a little more. Once the diapers go off sale they will be regular price of 7.99 each. 3 packs at 7.99 each = 23.97. Minus the  $5 coupon for $7.50 off - the $2 coupon for $6 off = 10.47. You'll need to pay the 10.47 You will then get the $5 register coupon to bring your final cost down to 5.47 for 3 packages

New MassHealth Automated System (NewMMIS)

Early in July new MassHealth cards, with new numbers will be mailed to all DSS children and youth with DSS MassHealth coverage

n     MassHealth Only cards will be sent to Area Offices for distribution to consumers

n      Placement MH cards will be mailed to placement providers

v     Important:  Undeliverable Placement MH cards will be returned to Area Offices for distribution to consumers, so it is important that all children and youth with DSS MassHealth have up to date service referrals and sub-referrals, and that all providers of these children and youth have up to date addresses.

n      The new cards will have new MH Numbers.  The new numbers will replace the current XRID numbers. (XRID may still be used by providers during a transition period.)

The new cards and numbers are the result of a New MassHealth automated system (NewMMIS) that will be implemented late summer 2008.

Major features of the new system include

§         The turnaround time to get MH eligibility for new consumers will decrease from 1 business day to a few minutes.

§         You will be able to identify persons designated to speak to MH Customer Service on behalf of a consumer

More information will be coming soon to prepare for this change.  Stay tuned!

Thank you.

Youth and the Internet: Practical Guide

“Social Networking Safety”
A Guide for Parents

Nancy Willard, Director of the Center for Safe and Responsible Internet Use, recently addressed the topic of internet safety at a Princeton University forum geared toward parents

Willard's message was simple – the internet is here, kids will use it, so parents need to set clear guidelines for proper use based on a child's age and maturity.

To help parents navigate cyberspace with their teens, Willard created this practical guide. Professionals may also find this useful and may reproduce and share it. In addition, Willard plans to make a narrated presentation available next fall.

Additional resources are available at http://csriu.org including Willard's two recent books for sale: Cyberbullying and Cyberthreats: Responding to the Challenge of Online Social Cruelty, Threats, and Distress; and Cyber-Safe Kids, Cyber-Savvy Teens, Helping Young People Use the Internet Safety and Responsibly.

The Princeton forum was held in conjunction with the release of the most recent Future of Children volume, Children and Electronic Media (Vol. 18, No. 1). The volume focuses on how common forms of electronic media influences the wellbeing of children and adolescents. Accompanying the journal is an Executive Summary and a Policy Brief.

The Future of Children is a co-production of the Woodrow Wilson School at Princeton University and the Brookings Institution. This mailing provides subscribers with periodic updates on the journal's new releases and activities. We hope you find this information useful in your work to improve the lives of low-income children and families. If your colleagues would also like to receive this e-mail, please pass this along and ask them to subscribe to our e-newsletter.
